Land clearing in Waller starts with the ground under the brush. The town sits on flat prairie along US 290, on soil that drains slowly. In winter and spring, low spots can hold water for weeks. The federal soil survey notes that pines have spread into many areas of Hockley soil, the sandier ground around town.

Waller was laid out in 1884 on open prairie, and it grew up as a farm and cattle town. The soil survey still lists the main soils here as crop and pasture ground. Inside the city limits, a job may be an overgrown town lot. Past them, it may be pasture ground or a future house site.
We mulch brush and small trees in place where that fits, which is forestry mulching. The mulch stays on the ground as cover. Where material has to leave the site, we load it out, and the trucking is arranged.
On farm and ranch ground, fence line clearing opens a clean lane along the old fence. Then we can rebuild the fence on pipe posts and H-braces. We can also drive pipe for owners who want to string their own wire.
Most land inside the city maps as Wockley soil on the federal soil survey. It is nearly flat, with most slopes under half a percent, and it drains slowly. The ground can stay soaked from 4 to 33 inches down for 3 to 6 weeks in winter and spring.
Low spots of Tomball loam pond for long stretches from January to April. The survey's sample site for that soil is a pasture off Owens Road near Prairie View. Mound Creek runs southwest of town. The federal flood map puts some low ground inside the city in its high-risk zone.
State water law bars diverting runoff in a way that damages a neighbor's land. A French drain moves water out of a side yard or a gate area that holds it. For a lot in town, City Hall offers a flood zone check.
Waller sits on the line between Waller County and Harris County, and the city limits reach into both. Inside the city limits, the Permits and Inspections Department at City Hall issues permits. Its forms include a demolition permit and a driveway culvert permit.
For a culvert in town, the city checks the spot and sets the culvert size. Its form calls for reinforced concrete pipe and a driveway at least 16 feet wide. If Harris County maintains the road, the form says a Harris County permit is needed. On US 290 or another state highway, the state highway office handles driveway permits.
Outside the city in Waller County, the county Engineering Division in Hempstead handles permits. It wants a 911 address first, and its chart lists driveways off county roads and any floodplain work. On a county road, the county inspector sets the culvert size and grade, then checks the pipe before backfill. For culvert installation, we set the pipe at the size the office calls for, then backfill and shape the approach.
Waller had 2,326 people in the 2010 census and 2,682 in 2020. Waller County grew faster, from 43,205 people to 56,794. The city's history credits the US 290 bypass of the 1990s with a wave of growth in eastern Waller County.
Beacon Hill, a planned community off US 290 northwest of downtown, has brought new homes to the area. A new house site out in the county can need a pad, plus a gravel drive with a culvert entrance. Our dirt work covers house pads and gravel driveways.
About half the homes in town went up before 1990, by Census survey estimates. On older places, we handle privacy fence repair on wood fences that lean or rot. We also tear down old houses and barns, then level the ground once the debris is loaded out.
