Idle pasture around East Bernard fills in with brush and small trees. Old fence lines disappear under it, and open ground turns into thicket. The flat Bernard clay adds a second problem. It takes in rain very slowly, so low spots on a cleared tract stay soft long after a storm.

The federal soil survey puts the middle of town on Bernard and Edna soils, on nearly flat ground. Both are rated somewhat poorly drained. The survey says Bernard soil stays soaked within 2 feet of the surface in winter and early spring.
The survey's typical Bernard soil comes from a pasture off US 90A near Tavener, a few miles east. The survey lists corn, cotton, grain sorghum and rice as the main crops on that soil, plus some improved pasture.
On this clay, rain soaks in slowly and runs off fast. A side yard or the low spot by a gate can hold water long after a storm. French drain installation gives that water a way out. State law bars diverting surface water in a way that damages another owner's land, so the outlet matters.
East Bernard sits on the west bank of the San Bernard, where SH 60 meets US 90A. The town took its name from a first settlement on the east bank. The depot moved to the west side by 1869, and the town grew up around the railroad. The river also marks part of the line between Wharton and Fort Bend Counties.
The National Weather Service gauge at the US 90A bridge counts 17 feet as flood stage. At that level, water covers minor roads along the river and backs up Britt Branch and Bratcher Slough. At 23 feet, the weather service expects roads in the southeast part of town to flood. The river passed the 28-foot major flood mark in April 2016, then crested near 32 feet in August 2017.
FEMA's flood map puts a high-risk zone along the east side of town, near the river. Most of the west side is mapped at lower risk. Before new fill or a stock pond goes in, check your tract on FEMA's map.
Inside the city limits, East Bernard City Hall handles building permits. For floodplain permits, the city points people to Wharton County's permits office. Across the river, Fort Bend County Engineering issues development permits for land outside city limits.
Roads add their own rules. On a county road, the county decides what goes in its right of way. A driveway off SH 60 or US 90A needs a permit from TxDOT's district office. The road owner may set the pipe size, so ask before any driveway culvert installation starts.
In Texas, most digs 16 inches or deeper must be called in to 811 at least two working days ahead. The state pipeline safety agency urges the call on any dig, whatever the depth. The marks do not cover lines that serve only your place, like a water well line to a barn. Point those out before a machine digs.
The 2020 census counted 2,218 people inside the city limits, which cover less than 4 square miles. The 77435 ZIP spreads across about 178 square miles of country around the town. Census estimates put the typical house in the ZIP about a decade newer than the typical house in town.
New houses on acreage start with a cleared build site and a way in from the road. Land clearing on small acreage opens the site, and dirt work sets a pad above the low spots. Older pasture often hides a fence line under brush. Fence line clearing cuts a clean lane, and we can rebuild the fence on pipe posts and H-braces.
In town, at least one home in five went up before 1960, by Census estimates. Older lots can carry a leaning wood fence or an old shed that needs to come down. We repair privacy fence, and we tear down old sheds and barns.
