Hempstead is the Waller County seat, where US 290 meets SH 6 and SH 159. The town covers about 7 square miles, but its 77445 ZIP code covers about 186. Much of that land is pasture and woods outside the city limits. Left alone, pasture grows back in brush and saplings, and fence lines get lost in it.
Florida's Contracting and Land Services is a land clearing company serving Katy, Texas and the west side of Houston. Hempstead is part of our service area, and here forestry mulching clears lots and small acreage. For a new homesite, our dirt work builds the house pad and the gravel drive. Call or text (979) 824-2296, and we look at the job and put the quote in writing.

The USDA soil survey maps about three quarters of the land inside Hempstead as four soils. They are Rader, Tabor, Chazos and Kenney, and each one has a sandy surface. On the first three, that sand sits on a clay subsoil that water moves through slowly.
So a Hempstead yard can stay wet long after a storm. The USDA says water perches above the Rader subsoil during long rains from December to May. On Tabor soil, a water table can sit for days to weeks between November and March. French drain installation gives that water a path out of the yard.
Kenney is the exception, a deep sand that drains well. The USDA first described it from a pasture in Waller County. On low ground along creeks, the survey maps a loam that floods often. The Brazos River runs west of town along the county line.
On these sandy soils, the USDA lists post oak, blackjack oak, elm and hackberry among the common trees. Pecans grow in the Brazos River bottom. Over time, a pasture fills in with saplings and brush around the bigger trees.
Our mulching head runs on a skid steer and grinds brush and small trees where they stand. The mulch stays on the ground, and the trees you want to keep stay standing. Where material has to leave the site, we load the trucks and the trucking is arranged.
Acreage sits inside the city too. On the city's zoning map, nearly a quarter of Hempstead's land is zoned agriculture residential. On farm ground, fence line clearing opens a clean lane so ranch fencing can go back up.
Hempstead is growing. The Census Bureau counted 5,430 people in 2020 and estimates about 7,200 for 2025. Legendary Oaks sits inside the city limits. Meadow View Estates and Custer's Ridge sit a few miles east of town.
Census estimates say nearly one home in four in the 77445 ZIP code is a mobile home. Most of those sit outside the city limits. Any home on raw land needs the brush cleared and a level pad built first. A finishing dozer shapes that pad, and a driveway over a road ditch needs a culvert.
Inside the city, Hempstead's stormwater rules let a water course follow its natural line of flow. Rerouting it across a lot takes city approval, and the water must still enter and leave at the same points. State law also bars diverting the natural flow of surface water onto another property in a way that damages it.
Inside the city limits, the City of Hempstead's permits department handles building and demolition permits. Its demolition checklist calls for a permit to take down any building or structure. City crews disconnect the utilities before work begins. The checklist can also call for low spots to be backfilled so water does not pond.
Outside the city, Waller County's Road and Bridge Department issues permits through its engineering office in Hempstead. Its list includes driveways off county roads and any work in a floodplain or flood-prone area. Detention ponds or tanks are on it, along with fill or digging over 500 cubic yards per acre. Any grade change of 6 inches or more needs a permit too.
A new lot needs a 9-1-1 address before the county issues any permit. US 290, SH 6, SH 159 and FM 359 are state highways, and TxDOT issues driveway permits on them. Ask the right office before a pond is dug or a pad is built, and we point you to it.
