Land clearing in Cypress often starts with a tract that sat idle while subdivisions grew up around it. The USDA soil survey says myrtle bushes are common on the Clodine soils here. Pine and oak have moved into some areas too. The land is nearly flat, and in winter and spring the soil can stay soaked for weeks.
Florida's Contracting and Land Services clears land and moves dirt around Katy and the west side of Houston. Cypress is part of our service area. German settlers arrived along Cypress Creek in the 1840s. Rice and dairy farming were the main work here until suburbs began spreading in the 1950s. Huffmeister Road still carries the name of one of the area's original settler families.
In ZIP code 77433, the census count more than doubled from 2010 to 2020, to about 106,700 people. Census estimates show more than half the homes there were built in 2010 or later. In 77429, the median home went up in 2003. Bridgeland and Towne Lake, two master-planned communities, sit in 77433.
Wooded lots and pasture remain between the new neighborhoods, and that is where we come in. Our skid steer runs a mulching head for forestry mulching, which grinds brush and small trees in place. It can also cut trails and open up an overgrown back lot.
Most of Cypress sits on the flat Gulf Coast Prairie. On USDA soil maps, Clodine is the most common soil here, on slopes of 0 to 1 percent. The survey rates it somewhat poorly drained. Another local soil, Cyfair, is even named for the Cypress-Fairbanks area.
So water sits. The survey says Clodine soil can stay saturated for 3 to 6 months in winter and spring. In subdivisions, mowing can pack the side yards between houses hard. Water can then pool at the side gate.
French drain installation gives that water a way out. We also run gutter downspouts into buried drain lines and backfill washouts with crushed granite. Texas law bars diverting surface water in a way that floods a neighbor's property, so the outlet matters.
FEMA's flood maps study Cypress Creek and Little Cypress Creek through both Cypress ZIP codes. Langham Creek crosses part of 77433, and Dry Creek and Faulkey Gully cross 77429. Stormwater from upper Cypress Creek can leave its watershed and flow overland south into the Addicks Reservoir watershed. The county flood control district calls this the Cypress Creek Overflow.
On FEMA's map, about a fifth of 77429 falls in the 100-year floodplain. In 77433, the share is more than a quarter. Harris County requires a floodplain development permit for all work in the floodplain, grading and fill included. The county allows no fill in a floodway.
Check the flood control district's online map before you plan dirt work and house pads on a Cypress lot. Outside the flood hazard areas, the county still wants a site plan and a fill affidavit before fill goes down. The plan shows how water will flow once the fill is in. Our finishing dozer cuts and levels pads, and we build gravel drives and parking areas.
Cypress has no city hall. Most of it sits in unincorporated Harris County, so permits come from the Harris County Office of the County Engineer. Tearing down a house needs no county permit, but building on the lot afterward does. A residential fence outside the flood hazard area needs no county permit either.
A new driveway culvert on a county road needs a permit from the county engineer first. The county sets the pipe size and inspects the culvert before it is backfilled. Under the county's 2025 rules, the landowner is also responsible for making sure a permit is obtained. A driveway onto US 290 or another state highway needs a permit from the state highway department.
Digging has its own rule. Texas law calls for an 811 locate request before most digging deeper than 16 inches. Lines that serve only your own property, like a water well line, are yours to point out before digging.
