Land clearing in Rosenberg has a city rule behind it. Inside city limits, weeds, grass, brush or other growth over 12 inches tall breaks the code. Heavily wooded acreage and ag-exempt pasture get an exemption. Even those tracts must keep growth cleared 100 feet back from an adjacent occupied building, school, park or playground.
Florida's Contracting and Land Services is a land clearing and excavation company serving Katy, Texas. Rosenberg is part of our service area, and we clear lots and tracts of 10 acres or less here. Our midsize excavator and finishing dozer handle land clearing, and a skid steer with a mulching head does forestry mulching. Rosenberg began as a railroad town, platted in 1883. The city's history page says it was once called Mudtown, for its dirt streets and Brazos River floods. As the floods kept coming, the town moved south, away from the river. Today US 59 (I-69), US 90A and SH 36 all cross the city.
The 2020 Census counted 38,282 people, and the Census Bureau's 2025 estimate is 42,701. About 28 percent of the city's homes were built before 1980. About a third went up in 2010 or later.
The city's parcel map shows two kinds of lots. Most subdivision lots are small, and a few estate sections have much larger lots. On a large lot or an open tract, land clearing can be the first step toward a new home site.
Most of Rosenberg sits on slow-draining prairie soils, per the federal soil survey. Lake Charles clay and Edna loam alone cover more than half the city. The survey describes water movement through both as very slow.
Edna soils can hold perched water for 2 to 4 weeks after a long, heavy rain. Lake Charles clay cracks open in dry spells, and the cracks close up once it is wet. Bernard soils, common here too, stay saturated within 2 feet of the surface in winter and early spring.
On a small subdivision lot, the side yard between two houses is where water tends to sit. Mowing traffic packs the clay there, so it takes in even less. A French drain gives that water a path out of the yard. Texas law bars diverting surface water in a way that damages a neighbor's property, so the outlet matters.
Which office you call depends on the city limits line, not the mailing address. Inside the city, the Building Inspections and Code Compliance office handles permits. Outside it, Fort Bend County Engineering issues development permits. A driveway or culvert onto a city street needs a public works permit, and public works installs residential culverts.
Tearing down a house or barn inside the city takes a city permit first. Within 30 days, the code wants the debris and the slab gone and the holes filled to grade. The lot then has to stay clear of sunken spots for 90 days. Our house demolition work takes out the old slab too, and we cut and level the ground after.
New homes in the city need a slab at least 24 inches above the lowest nearby curb. Without a curb, it must sit at least 24 inches over the highest natural ground at the foundation. Flood-zone lots can need more. Your builder or engineer sets the final number, and we build the house pad to it.
The city's economic development pages point to large tracts of undeveloped land. On pasture, brush and small trees fill in along old fence rows. Fence line clearing mulches a clean lane down the line so a new fence can go up. Then we build ranch fencing on pipe posts and H-braces, with stretched wire.
Fort Bend County sits in the Houston area's ozone nonattainment zone, per the state environmental agency. There, the agency's burning guide allows burning land-clearing brush only when no practical alternative exists. Mulching is one of the alternatives it lists. A mulching head leaves the brush on site as ground cover.
For pond construction, a landowner can build a stock pond of up to 200 acre-feet for home and livestock use. That needs no state water permit, though county flood and drainage rules still apply. Before any machine dig 16 inches or deeper, state law calls for notice to Texas 811 two working days ahead. Farm work on private land has an exception, but the state agency still recommends the call.
